My 75 gal. tank hasnt even begun to cycle and its been over 30 days. I have 12 snails 3 green chromis and 2 yellow tail damsels. I did use soft water for the initial setup but have since then used only ro for the 2 20% water change and top off. any ideas why no cycle yet?

Have you used cured live rock ? Live sand etc.? If so, the cycle was probably almost not noticeable. Or the way you are testing water is not correct.

It's possible you missed the cycle. Sometimes it's very rapid depending on how cured your live rock is.

Yes I used cured live rock and live sand. I have about 50lb. of the live rock snd about 5lb. of live sand. I just tested the water today and have 0.0 for nitrite and nitrate and 0.25 for ammonia

Then this is normal and the 'cycle' will not be visible.
Check the test for the ammonia reading. Compare the color when freshly made saltwater is tested with no ammonia... Many tests have this color example card misleading and it is easy to read low ammonia when there is none. Ammonia reading > 0 in a fish tank running over 30 days with live rock. live sand and live fish is something abnormal.
