Over the past couple of weeks I have been having problems with my betta fish. I checked the water today and his water has 3.0. Should I change half of the water?

Which water parameter is at 3.0? If it's ammonia or nitrite, a partial water change is overdue. Does the aquarium have a filter or air stone, and what size is it?
