one of my female bettas got her fins nipped off. they are growing back but hers fins are clear. will the color come back to the new fins?

Yes eventualy.You will be able to see a line of sorts that ditinguishes the old fin from the newly regrown ones.My yellow betta had fin rot...fins regrew but line is still visible.
how did it damage its fins?(your fish)

Also the extent of rgrowth depend son how old your betta is
