If the "algae" looks like a dusty film, it's diatoms (little critters) and not actually algae. According to an aquarium magazine i just read, you can slowly get rid of it by leaving on the aquarium light for some extra time. Live plants will also help, as will weekly partial (about 20 percent) water changes. When you do the water changes, use a syphon tube with a large diameter pickup end. They're available in aquarium shops and will let you syphon the diatoms and waste products off the gravel without actually sucking up the gravel itself.
How large is the aquarium, and how long did you let it cycle? If a water test shows zero ammonia, it has probably cycled. Medium size aquariums (30 gallons or so) usually need about a month to cycle, and live plants are a big help to the process. Try to stay away from algae killers, because they're easy to overdo. Besides, they cost money and don't work nearly as well as the plants and water changes.
