So far as i know, fish don't have vocal cords, so they can't make sounds like we do. Most fish have a lateral line which senses vibrations in the water. That helps them find food, avoid predators and communicate with each other.

There are some fish that can make noises... I don't know if it's a vocal noise or not. I'm not sure how the sound is produced.

Clown loaches are one that I can think of... They can make a VERY audible Clicking noise.

Some people say they can hear it in another room!

I'm sure if you googled clown loaches it would give you more info on this...

Clown Loaches make a clicking noise at times especially during feeding, but its usually done at maturity. You can tell if a Clown Loach is mature by the nose, it turns to a round bulbous red and some clown loaches have even been seen with balloons.

They are great at parties.

I once had a species of catfish called striped rafaels sp. They were in a family of fishes that could croak. I never heard them do it in the water, but if I were to net one it would croak. It was almost enough fun for me to net them just to hear them croak. LOL.
