Everytime I look in my aquarium the plants are flotting on top of the aquarium.

If they are rooted plants, they need at least two inches of substrate. Be sure to leave the crown of the plant above the substrate. Some fish like to dig in the substrate and will uproot the plants. Some Cichlids and the common pleco are especially bad about digging.

for plants you can keep echinodorous sp, anacharis sp, anubias sp,java moss,hornwort etc...

One of my fish digs his plants and bulbs up too, and I just rebury them every day.
If you have something to tie them down to, where their roots can get into the substrate, you can use thread, which will desintigrate eventually, without harming the plant.
