i put my 2 female bettas together for the first time and i noticed the bigger one kept following the smaller one for about 5 hours!!! is that normal? and when i fed them the bigger one scared the littler one away and was being fat and ate all the food . so i put the little one back in a different tank. did i do the right thing?

You probably did the right thing. It sounds like the larger one may have bullied the smaller one until it was really stressed and hungry. It may have eventually died as a result.

for females yes they can be put together but only if you buy enough that there aggressiveness gets evened out...and the tank needs to be big enough for them too

i would only put them together if you have 5+ like i have like 10 in the same community tank right now (29 gallon)
