You need to change 20 or 25 percent of the water every week even if you do have a filter. Your aquarium is doing OK because you have only three fish and are apparently not feed...
A filter in that small of a tank is, in my opinion, not a good idea. It creates too much current for a betta. I would just nix the filter, and stick with 50% pwc's every week.
