Some filters can't pick uneaten food off the bottom. You need to do it with a syphon. Better yet, feed only what the fish will eat in about two minutes.
I'll stick with my outdated under gravel filters.
can look into canister filters. Might work better for you since your not putting much water in the tank.
I don't have experience with that particular filter, but i know that many exterior filters need to be primed. Usually that just involves starting a syphon in the uptake tube.
