what is better an under gravel filter or a normal one

what do you mean by normal?i like biological and ethim external filter since i have 4 ft aquarium..

This is probably old age and a fixed income talking, but I like under gravel filters. They're cheap, easy and effective so long as you keep up with aquarium maintenance. In addition, they don't suck up baby fish when operated at a reasonable speed.
