So I took out everything and clean it with soap (even every single rock) then rinsed everything with water really well put my Rammer in the tank it was all fine until the week the fungus came back... What am I doing wrong????

Welcome to our forum.

If you used soap, you need to completely empty the aquarium and thoroughly rinse the gravel, decorations. aquarium, etc. Soap residue will kill fish. However, from your post, it seems the problem was an unfinished nitrogen cycle, which usually takes a month or more. There is a good deal more about cycling in other posts and blogs on this website, but it basically involves establishing a colony of beneficial bacteria which convert fish, plant and food wastes into plant food. Until those bacteria are established, waste products will turn into ammonia, and that kills fish. When you introduce new fish into your newly cycled aquarium, think about using the drip acclimation method.

If you read through some more postings, you should get a better idea of how to successfully keep aquarium fish. Additional advice is free, so just ask.
