Yes, it's possible the filter is running too fast, and you need to cut back on the water changes. Flourite is made of compressed clay, so it's going to produce a dust cloud for a while. I use an under gravel filter and put the Flourite or Laterite on top of the regular aquarium gravel, but not everybody recommends that. If you put plants in the aquarium they will help the cycling process. A little bit of flake food every couple of days will also help the nitrogen cycle process. At the minimum you should get an ammonia test kit, which is usually five bucks or so. When the ammonia gets to zero and stays there a couple of days, the tank is cycled. That may take a few weeks.
If it were my aquarium, I would change or clean the filters and add some inexpensive plants like hornwort, leave the light on and turn the filter off for a day or two. That would let things settle. You could even add some goldfish to help the tank cycle, but they're messy and you would have to figure out where to put them when the cycle is over. In any case, it will all take time before you can introduce the fish you want. That's a good thing because it gives you a chance to research conditions that the selected species of aquarium fish need. After things are settled, do a 10 to 25 percent partial water change every week or so.
