I have just recenty started keeping fish we have a cold water system 2 goldfish and 8 chinese minnows today we picked up a small moor and a small fantail but one of the goldfish seems to be chaseing the fantail it does not seem to be nipping just chaseing and pushing about is this normal for th eintroduction of new fish to the tank.

It's not unusual for tropical fish. Some fish are natural fin nippers, and different sizes and body types seem to encourage aggressive behavior. Just like high school, they always like to check out the new guy. You may wind up having to move him or her. I read that goldfish will spawn at about three years old, and that usually makes for some aggression.

Welcome to the forum!
I know that the bucket treatment will sometimes ease aggression.
You can take out the aggressive fish and put him in a bucket for a couple of hours. Use the water from the tank.
Move some of the plants around in the aquarium, then reintroduce him.
Sometimes this helps as a last ditch effort before you return the fish.
A lot of non fan tail varieties will be aggressive towards fan tail varieties. Unfortunately, because fan tails are Gorgeous!

Thanks very much after a couple off hours in the dark he calmed down.
As it turned out he seems to be a boy and the fan tail and moor might be girls if not he may have some issues.
