i feed him about twice a day. I give him maybe about 3 to 4 pellets, and maybe a snack of one from time to time throughout the day. how do you go about feeding yours a pea since the peas sink to the bottom

No need to give him a snack. Bettas are VERY good at pretending they are starving, when in all actuality, they can go up to a month without food. I would just feed him the 3 pellets, twice a day, and like Phil said, peas once a week to help keep him cleaned out. To get rid of the bloating he has, you can try the frozen/boiled de-shelled peas, and if that doesn't work, just fast him for 2 or 3 days.

since the peas sink, i was thinking about putting a bit of the pea on the end of a tooth pick, is that ok?

You could try that, just snip off the pointy part so it's fairly dull. I don't know about your betta, but all of mine attack any food that is put in there.

My betta is starting to look like that too, but he lives with 10 tetras and although i try to get their food to them and him fed pellets seperately he will still snack on their food a bit. How many days can i fast the tetras too? Because if i only fast the betta he'll still get some of their food, including pea day.

It doesn't hurt if the Betta eats some of the Tetras' food. He's slow and Tetras are fast, so there is no danger of anybody starving. Most aquarium fish can go for at least a week without eating. Also it doesn't hurt if the Tetras eat some of the peas intended for the Betta. Food that does not get eaten can cause a real problem, so feed conservatively and do regular, partial water changes.

Flakes are not all that great for bettas, since they bloat them, but as long as he isn't getting too much food, he will be okay. It is fine for the other fish to have peas, like John said. I give every one of my fish peas.
