My sister has a gold fish and 1.5 gal tank but she use the bubble machine for oxygen for fish. The water is cloudy a lot and she wont clean the water or put the filter back in. She thinks i am going crazy about fish's and i know i am not.I am just taking good care of mine. The fish is swimming a lot when i am watching him but I also put clear water treatment for him to clean it up a little, and him happy.

The best thing she can do for the goldfish is change part of the water every day until it clears up. Goldfish produce lots of ammonia, which is toxic to fish. In a 1.5 gallon aquarium, toxins build up very quickly so the partial water changes are especially important. Live plants will also help, as will a small filter. Since you already have a small air pump, you could replace the bubbler with a sponge type filter or even an under gravel filter.
In addition to fish respiration and digestion, the other thing that will produce ammonia is uneaten food. Feed no more than the goldfish will eat in a couple of minutes, and use a turkey baster or syphon to remove any uneaten food. Please let me know if this helped.
