When is a tank considered cycled? - When Ammonia and Nitrites drop to zero and Nitrates are climbing, or does the Nitrates have to achieve a specific target PPM first?

Can I now safely add more fish?

WATER TEST LOG: pH=8, Ammonia=0.50, Nitrite=0.25, Nitrate=5, Temp=83F pH=7.4~7.8, Ammonia=0.50, Nitrite=0.50, Nitrate=5, Temp=84F pH=7.4~7.8, Ammonia=0.25, Nitrite=0.50, Nitrate=5, Temp=83F pH=8, Ammonia=0, Nitrite=2, Nitrate=5, Temp=86F pH=8, Ammonia=0, Nitrite=2, Nitrate=10, Temp=86F pH=8, Ammonia=0, Nitrite=0, Nitrate=10, Temp=83F

**NOTE: Temp was raised to combat Ich, slowly bringing it down.**

TANK DETAILS: This 5g tank was started one month ago and currently has only 1 Blueberry tetra. Have been doing 20-30% water changes every 3 or 4 days. There are no plants, no under-gravel filter, no air pump. Filter is a Penguin Mini bio-wheel.
