For controlling the water flow? Take the cover off & look on the right side (facing it) where the intake tube comes up & in- on the top of the intake tube is circular cover that spins to slow or increase the flow.

You might have the "new" TopFin 10 power filter in that case just plug it in. I have the same one!

Did you fill the filter bowls before inserting in the tank.
Did you seat the impeller in all the way?

If you only have the 10, it won't have the control feature. That's only on the 20 and up models. If you need to reduce the flow, you can make a baffle from a water bottle.

Just cut off the top and bottom, slit the resulting 'tube' long wise, and fit it in front of the water output. May have to tape it to the top of the filter, possibly, to keep it in place.

It splits the water flow in two, directing it sideways, so it can really reduce the impact of the water flow.
