I've got two goldfish each in their own bowl and one of their bowls has this white, spotty, film on top. The treatment of both bowls is the same. Same water goes in, etc. Only is affecting the one bowl.
What is this and how do I permanently get rid of it? I've seen the answers to similar questions on this site and others, but still how to best get rid of it and why it is only affecting the one bowl. Thanks!

Upgrade them to an appropriate sized tank with adequate filtration & aeration.
